دور وزارة الإعلام في تطوير أداء الإعلام الفلسطيني دراسة وصفية

الهدف من الدراسة: التعرف على نشأة وزارة الإعلام الفلسطينية وأهدافها ووظائفها ووسائلها وإنعاکسات ذلک على الدور الفعلي للوزارة، وتوضيح علاقة الوزارة  مع المؤسسات الإعلامية الحکومية الأُخرى، والتعرف على دور الوزارة في الدفاع عن حقوق الإعلاميين والصحفيين والعلاقة بنقابة الصحفيين، وإصدار قوانين إعلامية تنظم المهنة، وصياغة إعلام دولي فلسطيني.
المنهج والأدوات: اعتمدت الدراسة على المنهج التاريخي، مستخدمة أداتي الملاحظة بالمعايشة والمقابلة المُقننة.
أهم ما توصلت إليه الدراسة: وجود فجوة کبيرة بين أدبيات وأنظمة الوزارة وبين الدور الفعلي والميداني مما أفرغ الأنظمة واللوائح من قيمتها وفعاليتها، کما أن دور الوزارة بشکل عام في تنظيم الحالة الإعلامية في أراضي السلطة الفلسطينية محدود جدا وقاصر، بالإضافة إلى أن العلاقة بين وزارة الإعلام والمؤسسات الإعلامية الحکومية معدومة وغير موجودة، کما حققت الوزارة انجازا ملموسا في سرعة المبادرة لإصدار قانون المطبوعات عام 95م، وفي نفس الوقت لم تتمکن الوزارة من تطبيق القانون وفق أسس عادلة وجادة، کما أنها لم تتمکن حتى الآن من تطوير القانون ليواکب التطورات التي شهدتها الحالة الإعلامية وليجبر الخلل الواضح في بنود القانون، ولم يوجد أي دور منظم لوزارة الإعلام في الرسالة الإعلامية الفلسطينية الدولية، وکذلک في تفعيل الملحقين الإعلاميين في السفرات والقنصليات الفلسطينية وبالتالي لا دور إعلامي للسفارات والوزارة هي جهة الاختصاص التي تتحمل المسئولية، وأثر الانقسام الفلسطيني في الضفة الغربية وغزة سلبا على الوزارة حيث طالها الانقسام وباتت الوزارة في غزة تختلف عن الوزارة في الضفة.
