أطر تفسير التحول الاستراتيجي في التليفزيون الحکومي

هدفت الدراسة إلى التعرف على الأطر التي يمکن من خلالها تفسير التحول الاستراتيجي السلبي في التليفزيون، والذي يعبر عن اختلالات أو ممارسات غير مواتية أياً کان مجالها في العمل التليفزيوني مثل: الوظائف الإدارية، الاتصال التنظيمي، التکنولوجيا الموجودة وطرق التعامل معها، تخطيط البرامج وتنفيذها، اختيار القائمين بالاتصال وتدريبهم بالإضافة إلى العمليات الهندسية وخدمات السکرتارية وکل ما يخص التليفزيون کواقع تنظيمي وممارسة فنية وإدارية وخدمات، وتنتمي هذه الدراسة إلى النوع الکيفي، واعتمدت على المنهج التفسيري والذي يعين الباحث على تعليل الظاهرة موضوع البحث من خلال الإجابة على التساؤل: (لماذا؟)، ومنهج التقارير السردية والذي هو عبارة عن جمع المعلومات والنتائج المتراکمة من البحوث والدراسات حول موضوع معين ثم تسجيل الاستنتاجات وصياغتها في صورة تقرير علمي بطبيعة کيفية.
ومن أهم ما توصلت إليه الدراسة:
- إن القوى البشرية المؤهلة هي القادرة على تنظيم واستخدام تکنولوجيا الإنتاج على النحو الذي يحقق الاستفادة الأمثل، الأمر الذي يتطلب انتقاء القوى البشرية وفق معايير کفاءة محددة، کما أن الإدارة التي تمتلک مهارات إحداث التغيير وإدارته هي تلک التي تمتلک مهارات التفکير الإبتکاري والإبداعي، ومهارات مواجهة المشکلات التنظيمية والبيئية ومهارات التفاوض والاتصال الفعال، کذلک فإن التمويل الکافي لابد من توفره للخدمة التليفزيونية حتى تتمکن من تسويق إنتاجها واستيراد المواد والبرامج من مصادر أخرى في حال الحاجة إليها، وأيضاً لشراء الإمکانات التکنولوجية وصيانتها وتجديدها، لذلک يجب الحرص على تنمية الموارد المالية باستمرار عن طريق تسويق البرامج والإعلانات والتبرعات.
- تمثل التکنولوجيا فرصاً مواتية للتطوير وجودة الأداء والمنتج إذا استخدمت بکفاءة، وأي تخلف أو معوقات في استخدام التکنولوجيا ينعکس سلباً على واقع القناة التليفزيونية وأدائها، کما يمثل أداء المنظمة عاملاً أساسياً في تفسير التحول الاستراتيجي للمؤسسات وعلى مستوى التليفزيون فإن التحول في الاتجاه السلبي يحدث عندما يختل الأداء أو يضعف سواء لأسباب مباشرة أو غير مباشرة، ويتطلب الأداء الجيد استدماج أساليب حديثة في الإدارة والتنفيذ، وفيما يتعلق بالقوانين واللوائح فإن کانت التشريعات والقوانين تشکل عائقاً أمام الأداء وتخلق الصعوبات في التنظيم فإنها حينئذ تکون مناقضة للدور المفترض أن تقوم به، فالتشريعات والقوانين التي تنظم وسائل الاتصال يفترض أن تعمل على الإثراء والتطوير في الممارسة وإلا أصبحت عاملاً أساسياً في جموده وانحرافه عما هو مستهدف.

P research through answering the question: (Why?), And the narrative reporting method, which is a collection of information and accumulated results from research and studies on a specific topic and then recording the conclusions and formulating them in the form of a scientific report of a qualitative nature.                                                                   
The most important findings of the study:
-Qualified manpower are able to organize and use production technology in a way that achieves the optimum benefit, which requires selection of manpower according to specific competency standards, and the administration that possesses the skills of making and managing change is the one that possesses creative and creative thinking skills, and facing skills Organizational and environmental problems, negotiation and effective communication skills, as well as adequate financing must be provided for the television service in order to be able to market its production and import materials and programs from other sources in the event of need, and also to purchase technological capabilities and renewal, so care must be taken on the development of financial resources continuously through programs, advertising and marketing donations.         
-Technology represents favorable opportunities for development and quality of performance and product if used efficiently, and any backwardness or obstacles in the use of technology are negatively impacted on the reality of the TV channel and its performance, as the organization's performance is a key factor in explaining the strategic shift of institutions and on the TV level, the shift in the negative direction occurs when it is disturbed Performance or weakening, whether for direct or indirect reasons, and good performance requires the incorporation of modern methods in management and implementation, and with regard to laws and regulations, if legislation and laws constitute an obstacle to performance and create difficulties in regulation, it is h Then it would be contrary to the role it is supposed to play. Legislations and laws that regulate the means of communication are supposed to work on enrichment and development in practice, otherwise it will become an essential factor in its rigidity and deviation from what is targeted.
