Abstract

The study is concerned with exploring how to use artificial intelligence techniques in facing health crises, as these technologies can contribute to monitoring and recording any crisis before or at the moment of its occurrence, which enables rapid intervention and success in overcoming the crisis as soon as it is reached through these applications, prompting alerts for intervention.
The study is concerned with monitoring these applications during the stages of managing the emerging Corona virus crisis in terms of "the mechanism of action of these technologies and the areas and challenges of their use" based on the reality of the application of a number of European and Arab countries to such technologies during the four stages of crisis management in an attempt to explore the global effort to deal with the Corona virus crisis in the age of artificial intelligence.

Methodology and study sample: The study relies on the survey method in collecting data in its qualitative part, with the aim of accurately collecting data on a specific phenomenon and analyzing and interpreting it logically. On its different methods, its most important advantages and most prominent challenges during the stages of crisis management, and the extent of their expectation of the future of relying on these technologies in managing health crises, the survey methodology tools were relied upon to conduct an online survey with ten individuals from England, America, and Saudi Arabia to indicate the degree of dependence of their countries on artificial intelligence techniques during the stages of the emerging coronavirus crisis and monitor their views on the future of relying on these technologies in managing health crises; Content analysis tool for a number of global reports that qualitatively review the experiences and practises of countries around the world regarding artificial intelligence technologies during the stages of the crisis; Conducting two in-depth interviews with researchers in the fields of clinical pharmacology and artificial intelligence to find out their opinions and assessments of the phenomenon and its future in Egypt, especially in times of health crises that we are exposed to. This leads to an explanation of how to use artificial intelligence techniques in managing the emerging coronavirus crisis and evaluating its expected effects in the future.
 
The most important results

- Data and artificial intelligence technologies contributed to supporting all stages of managing the emerging coronavirus crisis. In the detection stage, it helped in early warning of the COVID-19 pandemic, in addition to enhancing the diagnosis and examination processes. In the prevention stage, it was used in the forecasting processes, such as anticipating the spread of the epidemic and its evolution. The cases of the injured, as well as monitoring operations, such as tracking contacts, ensuring adherence to precautionary measures, and combating false news and information. In the response phase, data technologies and artificial intelligence have played an important role in preventing mixing with the injured, providing health tasks, and providing health care. Finally, in the recovery phase, it was used to follow up on the economic situation and related activities.

- The survey that was conducted on a number of respondents in European and Arab countries such as England, America and Saudi Arabia concluded that their countries depended on artificial intelligence techniques during the emerging Corona virus crisis by 80%, and also concluded that their employers, "research centres and universities" are keen to develop a pre-plan to manage The crisis before it occurred by 70%, and it also reached a variety of artificial intelligence applications that were activated during the emerging Corona virus crisis, the most prominent of which are: "examination, diagnosis, and tracking of infected people by 60%, predicting the extent of the spread of the virus by 50%, following the economic situation by 30%, and access to new therapeutic discoveries by 20% "; this is in addition to their agreement on the need to move in the future towards applications of artificial intelligence in crisis management by 90%, and they indicated in this regard the tendency of their countries to pay attention to scientific research related to new therapeutic discoveries for the virus by 90%.

- A number of European countries, such as England, America, China, France, Germany, and Arab countries such as Saudi Arabia and the UAE, have used artificial intelligence techniques in managing the emerging Corona virus crisis.
The study presents a proposed model that shows how to use artificial intelligence techniques to manage health crises.

- Egypt is striving towards activating artificial intelligence techniques in the medical and pharmaceutical fields after the Corona crisis, especially in the field of new discoveries and treatments, and the state directs the need for joint research cooperation between the faculties of the medical sector and artificial intelligence.
The activation of artificial intelligence applications is a double-edged sword. Artificial intelligence has the potential to bring great benefits to many sectors of society, such as the medical sector, but it can also pose serious risks if it is not carefully managed and controlled.
